Hydebank Wood
Progressive Regimes
A new Incentive and Earned Privileges Scheme was introduced to the Young Offenders Centre in December 2001.
Life in custody can be difficult especially for those committed to the Centre for the first time. Staff at the Hydebank Wood do all they can to encourage inmates to work hard, achieve the highest level of regime and use their time constructively. The Hydebank Wood works to instil in its inmates the wish to progress and adopt a mature and sensible outlook on their future.
There are 3 levels of regime each of which is colour coded.
Basic (red): inmates who through their behaviour and attitude demonstrate their refusal to comply with the Young Offenders Centre rules and/ or co-operate with staff.
Standard (green): inmates whose behaviour is generally acceptable but who may have difficulty in adapting their attitude or who may not be actively participating in their personal development plan.
Enhanced (orange): for those inmates whose behaviour is continuously of a very high standard and who co-operate fully with staff and other professionals in managing their time in custody. This regime level also requires inmates to participate fully in their inmate development plan and stay drug free.
Inmates on basic regime receive all statutory entitlements as specified in the Prisons and Young Offenders Centre Rules (1995). In progressing from basic to standard and enhanced regime inmates earn additional privileges and incentives.

Assessment
A weekly report is completed on each inmate in the Centre by a personal officer. This report incorporates the comments of other staff the inmate may have come in contact with during the week for example, probation, visits, teacher, physical education instructor etc.
A move to a higher regime is based on four consecutive reports. On reaching the enhanced regime level, inmates are required to maintain good reports in order to remain at this level.
Two or more consecutive reports recommending a reduction in regime level result in the inmate moving to either standard or basic regime.
All inmates are informed of the general content of their reports particularly adverse reports.
Appeals
Inmates may appeal decisions on their level of regime by writing to the Head of Custody at the Centre within 7 days. The Head of Custody will reply to appeals within 6-7 days.
